Mission Statement The mission of Gillis is to help at-risk children and families reach their full potential through education, counseling and social services.
Background Statement

As the oldest non-profit organization of its type in the Kansas City area, Gillis has now proudly served its community for 145 years. Originally part of the Women’s Christian Association, founded in 1870, Gillis began by providing room and board to working women and their children rendered fatherless by the Civil War. Eventually the organization evolved into one of Kansas City’s first orphanages and founded “The Children’s Home” on land granted by Thomas Swope. In 1900, Mary Gillis Troost bequeathed a portion of her estate and it was renamed “Gillis Home for Children.” Today, “Gillis Home for Children” has expanded to include family-centered, home-based services and has simplified its name to “Gillis Center, Inc”.

 

Through all of these permutations some things have remained unchanged. Gillis’s commitment to high quality services endures, and from Thomas Swope, to Mary Gillis Troost, to today’s major foundations, Kansas City’s leading philanthropists have trusted Gillis to use their resources effectively for the good of Kansas City.
Impact Statement

In 2015, Gillis programs reached over 1300 clients. Many of these clients were on our campus-based residential treatment program, which boasted a reduction in average length of stay for the children in our care thanks in large part to the ongoing success of Gillis Intake and Assessment Center (GIAC).  The GIAC program ensures that each child admitted to our residential or emergency shelter facilities receives a comprehensive set of assessments that they can then use to successfully transition into a long-term community placement. Now, on average, children are able to transition back to a home and a family in the community less than 160 days from admission. This aligns with our philosophy that every child deserves a loving home and family.

In addition to a reduction in length of stay, Gillis is also proud to have dramatically expanded our outpatient services. We are a leading provider of Functional Family Therapy in the KC metro area, and are using our years of experience providing trauma-informed care to bring stability, healing and hope to children, families and adults who need therapeutic support. We provide these services both in-office and in the home environment - whatever a child or family need to heal, grow and thrive.
 
These efforts contribute to our goal of individualized care and treatment for our children and families, ultimately providing them with the skills and resources to better care for one another and become self-sufficient, contributing members of their community.

 

Goals for 2016:
 

Goal #1: Continue to refine and improve our residential treatment programs to more quickly transition our residential children back into a successful and permanent community-based placement. This has been a philosophical shift for our agency, as we believe that all children deserve a family and the opportunity to benefit and thrive from a supportive environment out in the community.

Goal #2:  To use the resources of our generous donors and volunteers to improve and expand the Gillis Growth Grove. This urban garden facility located on our campus is used as a multi-educational tool that helps our kids learn a number of different real-life skills while also gaining a sense of empowerment and accomplishment. We hope to build on this program through community partnerships.  

Goal #3: To continue expanding our Gillis Day Treatment Program and provide high quality education services in a quality therapeutic environment to every child who needs support.

Needs Statement
  1. The abused and neglected children we are serving in our Children’s Emergency Shelter come directly from traumatic situations. They require a high level of care and they need your program support to insure that they heal and find a nurturing home.
  2. 20 young boys live in West Cottage built in 1928. The boiler and heating system can’t survive too many more winters. Those kids deserve a modern furnace and reliable warmth all winter long. 
  3. 350 Northland families & 400 Johnson County families depend on Gillis’s Northland and Kansas satellite offices for healing and hope each year. That hope can only be provided if these offices can remain open with your restricted program support.    
  4. The Gillis Growth Grove, a new urban farm, business lab, sculpture garden and outdoor classroom on the Gillis campus provides daily opportunities for growth. The kids who have found peace and purpose in the Growth Grove need funding for a sustainable water system, expansion providing public access. 
  5. The ART-Risk Kids Program provides arts and music education and therapy to Gillis kids is wholly unreimbursed. We just provide it because we believe in it. The donors who support it need help making sure that kids “at-risk” for institutionalization become kids “at-risk” of real creativity.

Pride and Outrage don’t go together very often, but as the Chair of the Gillis Board, I have felt tremendous amounts of each. I feel outrage at the staggering amount of children who are simply not getting the care they need and outrage at the horrible circumstances that have brought them to us.

 
At the same time, I feel so much pride in what Gillis has accomplished for traumatized children in the last year. Our city, faced with a shortage of Trauma-Focused Emergency Children’s Shelters turned its hope to Gillis and we responded. Not only did we open a shelter and solve the problem, but 98% of the children that passed through the program demonstrated significant reduction in trauma symptoms. I am so proud that Gillis met this pressing community need.

 

Using the immense expertise in treating childhood trauma that we have gained through the shelter experience, we’ve created the Gillis Homes That Heal Program. This program provides intensive trauma treatment in a specially-designed foster care environment. It allows young children who have experienced abuse to get the same intensive treatment they might get in a residential facility, in a home setting, making it more affordable for taxpayers and more effective for most children.


In the mean time, we continue to offer our Residential Program for troubled boys, our Day Therapy School for boys and girls who are bused in for treatment from 24 different School Districts in Jackson County and beyond, and our outreach programs that take our counselors into the homes of families in crises.

 

Gillis has a re-energized board that is stronger than ever. We have 100% participation by our Board in financially underwriting Gillis programs and services, and our advisory boards for special events, resource development and communications have more members and more activity than ever before.  
  
I know I speak for all of the board members when I say that I am proud to be a part of 145 years of tradition and heritage, and I take those 145 years of service very seriously.  
  
We are justifiably proud of what our donors, volunteers, and staff have accomplished by working together to help serve the distressed children and families in every county comprising the metro area. Through all of our years of continuous operation Gillis has been helping the people of Kansas City, and we will remain here to serve as long as the children and families need us.

 

Programs
Description Gillis' Residential Treatment Program is for boys ages 5-18 who have a high level of need due to adverse childhood experiences such as abuse, neglect, poverty, violence and abandonment. The Residential Treatment Program provides them with caring professionals, a safe, structured, nurturing environment and individualized treatment plans to help each boy heal and learn life skills needed to succeed at home, at school and in the community.

Short-Term Success The short term goal for a child in Residential Treatment is that he can live at Gillis, free of emotional and physical abuse, in a setting where he can satisfactorily address trauma issues in order to be placed in a safe, permanent home out in the community.
Long-Term Success With a vision that all children deserve an emotionally stable, safe and nurturing family, the long term goal of the Residential Treatment Program is for our children to transition quickly and successfully back into the community to a supportive home that enables them to thrive. This home could be their familial home, an adoptive or foster home, or an independent living environment.
Program Success Monitored By Upon admission, an interdisciplinary team of professionals reviews each child’s social history, psychiatric studies and educational materials and with the child and his family determine a treatment plan. The treatment plan is individually tailored to meet the needs of that child and family. The team determines daily and long range goals. Behaviors are monitored and logged daily. Therapists meet individually with a child two times a week or more often, if needed, and at least once weekly with family members. A child's treatment team meets monthly, and meets quarterly with the child's case worker from the Children's Division. Residential therapists and teachers communicate daily. Gillis also monitors how well a boy is succeeding 90 days after completing treatment and how many children are placed in safe homes completing treatment.
Examples of Program Success Boys are referred to Gillis' Residential Treatment Program by the Children's Division of the MO Department of Social Services, Jackson County Mental Health, the MO Department of Mental Health and the Jackson, Clay, Platte and Ray County juvenile courts. The vision of Gillis is that all children will live in emotionally stable, safe and nurturing families. The current approach to effective treatment in the general residential treatment community is to provide psychotherapy to both the child and to his family, if he has one. If both the boy’s behaviors and family issues are addressed simultaneously, a boy can often return to a safe home with relatives or be placed in a foster or adoptive home.
Description Gillis School provides individually tailored academic programs for each child based on a child's Individual Education Program (IEP). The school offers two Special Education Progams (K-12), one for children (5-18) who are emotionally disturbed and a separate program for children who are dually diagnosed as emotionally disturbed and developmentally delayed. Both programs include boys from our residential facility. In addition to the education component, children receive therapies: psychotherapy, recreational, occupational, speech and music therapy. The school also has a strong recreation progam as well as an excellent and popular arts education program.

Short-Term Success The short-term goal for a child in Day Treatment at Gillis is that he or she be able to reintegrate into a public school or that his behaviors stabilize in order to make academic gains while attending school at Gillis. Teachers and Day Treatment therapists help children stabliize behaviors so that they can participate in a variety of school programs including academic classes, art, music and recreation therapies as well as occupational and speech therapies as needed. A child succeeds if he can demonstrate academic growth, socialization growth and a stabilization of his behaviors.
Long-Term Success The long term goal of Day Treatment is to help children with emotional, behavioral and mental health challenges learn skills so that they can achieve their full potential and grow into productive adults who can make a contribution to their community.
Program Success Monitored By Gillis teachers and therapists monitor each child's Individualized Education Program (IEP). Every child referred for Day Treatment arrives at Gillis School with an already established IEP. For a child to qualify for an IEP, he or she must have an educational diagnosis of an emotional or behavior problem and also must perform considerably below grade level. The child’s IEP team, which consists of the child and his parents or guardian, the student’s public school counselor, classroom teacher and other appropriate professionals, meet to develop both behavior goals and education goals for the child. In addition a child has an individualized emotional Treatment Plan which teachers and therapists follow closely. Gillis is also proud of the success of its Students That Receive Responsibility and Success Program (STARS), a behavior modification program that recognizes and rewards students at a weekly assembly for earning good behavior/academic achievement points.
Examples of Program Success More than 24 school districts are currently referring children for Day Treatment.
Description

Gillis's innovative Homes That Heal program  provides treatment foster care for kid, ages 6-17 years, with behavioral and/or emotional problems. With the help of families like yours, we will provide placement and treatment for teenagers in the context of a healthy family home. It is our belief that a home-style placement provides the teen with the best opportunities to learn and change.  

In the home, foster parents are extensively trained to respond to trauma symptoms in a productive way and use a structured behavior management system that teaches youth better behavior. The system is designed to take the burden off the foster parents by making clear acceptable behavior and the consequences for misbehavior. The program supervisor is always available to the foster parents to help with any problems.

Short-Term Success

The Gillis Homes that Heal program provides each child with specific treatment goals related to their specific issues. Generally there are three main types of problems all the result of some kind of serious trauma: anger/aggression issues, sexual behaviors caused by sexual abuse and self-harm/suicide issues. 

   The programs short term success is that children meet the majority of these individualized treatment goals (mostly measured by different types of behavior inventories such as Sutter-Eiberg) and by a general measure of functioning like the Ohio Scale or the Children's Strengths and Needs assessment.

   As a comprehensive measure,  we track the number of children that are able to function successfully in a family setting and achieve permanency in less than nine months.  
Long-Term Success The ultimate goals for this program as with all Gillis programs is first, that children and youth learn to overcome their serious trauma and emotional issues and second, that they find stable nurturing homes, whether with their original family or a new one. Long-term success for this program is simply that the children treated are never admitted to a psychiatric hospital, residential treatment program or juvenile corrections facility again. 
Program Success Monitored By As mentioned above we use two general assessments and several validated behavior inventories focused on specific problem areas. We also use record reviews, discharge information, caseworker survey and long-term follow up with both the child and his or her destination family to gauge success and to inform program improvements. 
Examples of Program Success  When 15 year old Tammy became a candidate for the Gillis “Homes that Heal” Treatment Foster Care program she was constantly being suspended or arrested for fighting. She’d missed so much school because of fighting she was a semester behind on graduating.  

When first placed in the program, she was denied enrollment at several schools because of her uncooperative attitude, but eventually, through consistent care, structured expectations and the relationships she built with her foster parents and therapist, Tammy’s attitude began to change. She embraced her future, set goals, and started making real progress.

 Now her teachers barely recognize Tammy. Though she was behind in credits when she entered the program, she is now ahead and on track to graduate early. When you see Tammy these days she is always smiling.

 “I learned new coping skills and I don’t have to fight anymore,” she says. “I only knew how to see things one way but now I know how to see things differently.”  



Description

Children coming into state custody in crisis due to abuse or extreme neglect especially need Shelters where they can receive the certified crisis counseling they need.

Gillis is proud to respond to this need. Our expertise with children who have experienced significant trauma can make a positive difference in the shelter clients’ lives. The addition of this qualified trauma shelter will ease crowding and caseloads at other shelters, improving care across the city.

Gillis’s children’s shelter  serves any child taken into Missouri Children’s Division custody in our area: boys and girls, infants, children, toddlers and teenagers.

Short-Term Success
More than 120 children have been placed in nurturing homes since opening in 2011.







Long-Term Success One of the most cited studies, “The Impact of Placement Stability on Behavioral Well-Being for Children in Foster Care” ( Rubin et al. 2007) established strong correlations between placement disruptions and many problem behaviors, especially self-harm and mental health service. The conclusion was that the for children in foster care, the sooner they could achieve permanency and the fewer placement disruptions they experienced the better the outlook was for mental health and delinquency issues. 
Program Success Monitored By  The Gillis Shelter uses several validated and licensed assessments including the Ohio Scale of Functioning and the Trauma Symptom Checklist for Children. We also use a formal survey of each child's caseworker that registers the worker's professional opinion of the child's progress. Finally we can evaluate family placements and their success through a simple review of discharge and disruption records. For long term outcomes we partner with Missouri Children's Division for case history reviews.   
Examples of Program Success Since opening, we met a two year old addicted to oxycodone. Heavy sedation was considered “baby sitting” by her mother. We met a four year old who, due to abuse, has only two teeth left. We met a teen-aged girl in a wheel chair who suffered sexual abuse so profound she couldn’t look a male in the face. More important than the horrors, we’ve seen all of them respond to the trauma-specific services and carefully designed therapeutic environment the Gillis Emergency Children’s Shelter provided for them and all of them find loving families to support them as they heal and grow into healthy, productive Americans.

All Gillis programs and services are designed and implemented to advance our mission “to help at-risk children and their families reach their potential.” Our residential treatment program helps boys who have significant emotional and behavioral challenges. Many come to us after having experienced childhood trauma such as abuse, neglect and chaotic and violent homes and communities. Some have had multiple disruptions and rejection in foster and adoptive homes. They come here to heal, learn to trust, and learn to manage emotions and behaviors so that when they leave they are better equipped to live successfully with a family.

 

Our Emergency Shelter extends 50 years of experience in this field to a new and desperate population. Our Homes That Heal Treatment Foster Care program furthers that goal by allowing some children to receive intensive treatment in a home setting with specially trained foster parents.

 

We have several Community-Based, in-home treatment programs that work with over 1200 children and families each year. All of these programs are specifically designed to help families with problems ranging from substance abuse, domestic violence, mental illness, and teens with high-risk behaviors. Therapists and social workers provide these families with whatever therapy and support they need to heal through strengthened relationships, learn more effective coping and parenting skills and find resources to enable them to provide a safe and nurturing home for their children and family members.

 

Our Day Treatment School provides Special Education and therapeutic treatment to boys and girls from more than 24 school districts throughout the Kansas City area. These children have emotional and behavioral problems that have long interfered with their ability to succeed in school. Through specially designed classrooms, functional curriculums and individual, group, art, music and recreational therapies, our children develop self-esteem and gain the skills and trust they need to manage their fears and behaviors. The academic, social and behavioral progress they make allows them to return successfully to public school.

 

We have had great success implementing several nationally recognized “evidence-based” programs including the Sanctuary Model of trauma-informed care. We also adopted a paradigm for all our clinical work called Client Directed, Outcome Informed Care which closely measures outcomes.

CEO Comments With seven diverse programs,  we make a concerted effort to communicate with one another daily. For example, at noon every day Residential Treatment and Day Treatment Therapists, youth care workers and school administrators meet to share information about individual children as well as activities that take place in the school and in the cottages. The senior management team meets weekly to discuss agency issues. Monthly, representatives from every department and program attend our agency business meetings and return to their departments to share information learned in the meetings. With more than 150 employees and three satellite offices, we continue to explore avenues to keep lines of communication open and flowing.

As CEO, I am grateful every day for the direction, support and cooperation of a strong Board of Directors and our highly experienced, talented and dedicated senior staff management team.  

 

Our Board of Directors, with 17 members, expresses the diversity of Kansas City, in terms of age, race, sex, backgrounds and occupations. Many are committed to serving Gillis beyond the Board Room by tutoring, mentoring, volunteering in classrooms and actively helping run special events. In the past year, with new members filled with new talents joining the Board, we have re-energized several committees and of course, we are very proud that ALL of our board members believe in what we’re doing so much that they are also DONORS.

Gillis has survived 8 recessions, the Great Depression, and the Great Panic of 1893. We know how to take action to insure that we will be there for Kansas City for decades to come. 

The addition of two major programs in 2009 and another in 2011 made major financial changes for Gillis, especially the acquisition of the Intensive Family Counseling agency in Johnson County, KS. This agency provided a very important program, Functional Family Therapy to Kansas City, and the program would be lost to our community if someone didn’t step up and take in the distressed agency. As a leader in the Kansas City social services arena for over a century, Gillis undertook the responsibility to insure that this excellent programming remained available in our area. There were many costs involved, but we believe it was the right thing to do.
